This just adds the category Category:Copy to Wikimedia Commons with hidden file revisions to a file. It's a template instead of just including the category directly because templates can be automatically removed by FileImporter when included on mw:Extension:FileImporter/Data/en.wikipedia, but categories cannot be.
Usage
Just transclude {{Copy to Wikimedia Commons with hidden file revisions}}.
