As always, people do not get Wikipedia articles just for running as candidates in elections they did not win — but nothing else here establishes that he has preexisting notability for other reasons independently of an unsuccessful candidacy, and nothing here suggests a reason to treat his candidacy as markedly more special than everybody else's candidacies either.
