There is no currently category:Oil and gas companies and category:Oil and gas companies by country, and I don't think we should create them. There is no need for these umbrella categories as the whole categories tree up to category:Hydrocarbons is divided into Petrolem and Natural gas branches. Instead of them, I propose modified version of the structure, which is currently in use:

• Oil companies
  • Oil companies by country
    • Oil and gas companies of country A (if no split possible in this country)
    • Oil and gas companies of country B (if no split possible in this country)
    • Oil companies of country C (if split possible in this country)
    • Oil companies of country D (if split possible in this country)

  • Natural gas companies by country
    • Oil and gas companies of country A (if no split possible in this country)
    • Oil and gas companies of country B (if no split possible in this country)
    • Natural gas companies of country C (if split possible in this country)
